The Minister develops and implements the government's policy on higher education and scientific research. In this context, it is responsible in particular for: to propose strategies and programs for the development of the higher education and scientific research sector which are submitted to the government for approval; develop an offer of professional higher education tailored to the country's needs; develop and implement a national policy on scientific research; to set the conditions of opening and access of public and private higher education institutions, the conditions of accreditation of programs and courses of higher education.
